Reasons of demoralisation in para military forces.
We are to bring the following few points which need immediate redressal so that feeling of being ignored by our valiant Para military solders is removed and they spent their post retirement time for the benefit of society in a positive manner and help the Govt. by spreading its message to every nook and corner of the country. The brave hearts and their widows and families from our CAPF are aggrieved that the Govt is not doing social justice to them and differentiate two brothers doing the same duty in a step brotherly manner.
1. CAPF/ Para Military forces are yet to gain recognition,some call them Police, some as Fauji,even the Govt is confused.Due to this most of the duties in Border guarding/disaster management etc , even the media project them as Fauji and the credit of their duties goes to army thereby discouraging paramilitary personnel .
2. Restoration of pension , stopped by a deliberately wrong order since 2004.
3. Creation of Ardh Sainik Boards in all states , at state capitals and upto District level on the pattern of Army so that Governments welfare measures reach the real beneficiaries.
4. Opening of CGHS dispensary at Hamirpur (HP) , Kullu, UNA, BilaspurChamba and Dharampur ( Solan) in HP and likewise in all states to cover the aged and ailing ex-para military personals of the state.The opening up of CGHS dispensary in Kangra needs to be expedited.
5. Rationalisation of canteen/liquor distribution facilities all over the state in a unified manner and not force wise (as in Army) with one canteen smart card per ex- personnel. It will indirectly reduce Govts expenditure while facilitating the Ex personnel. A order to this was issued during 2012, but no positive outcome so far.
6. All CAPF/ para military forces have separate set of rules governing them.Most confusing is the fact that besides force rules they are Governed by CCS rules as well leading to more confusion, hence all para military forces be brought under one set of rules and duplicacy with CCS be stopped immediately.
Continued wrong policies adopted by the Govt and by giving second citizens status to Paramilitary personnel verses their counterparts is the main cause of leading to increase in cases of suicides , indiscipline, in house trouble etc in paramilitary forces.It can be seen in totality as one thing leads to another.Political unrest, terrorist, Subversives,Naxals ,disaster management besides social unrest is increasing day by day. Force personnel are moved on short notice and at quick intervals to deal with different situations without acclimatisation required to deal with a particular exigency but nobody bothers .
Personnel life is not there viz a viz their education and present day glamour through communication media hype exaggerates it.
